Hazardous waste treatment, storage and disposal facilities
A facility in Wisconsin that treats, stores or disposes of hazardous waste needs a license from the Wisconsin Department of Natural Resources (DNR), unless the activity is specifically exempt. DNR says licenses generally run for 10 years, though some are shorter, and can be modified during their term. DNR's TSDF page has an entry for every licensed facility of this kind, including inactive land disposal facilities still under long-term care. Its contacts for this work are in the Waste and Materials Management Program.
In a Phase I ESA
ASTM E1527-21 lists state hazardous waste facility records among its standard sources. DNR's page says it lists all the licensed facilities of this kind in Wisconsin, so this is the Wisconsin list for that record type. It sits beside the federal records on the RCRA TSD page and, for corrective action, the RCRA CORRACTS page. Three Wisconsin details shape how to read it.
- There are three kinds of facility. Commercial facilities take hazardous waste from others; DNR says their work may include recycling, fuel blending and treatment before disposal. A non-commercial facility manages only the waste it makes on site; DNR's page, when read, said one was licensed in Wisconsin. A long-term care facility no longer accepts waste but stays regulated because waste was left in place, as ยง 289.01(21), Wis. Stat., defines it.
- No hazardous waste landfill operates in the state. DNR says Wisconsin has no operating hazardous waste disposal facilities (landfills).
- Cleanup is tracked separately. Some facilities also carry corrective action requirements, which DNR addresses in long-term care licenses. For each facility with corrective action obligations, DNR's page links its case in the Bureau for Remediation and Redevelopment Tracking System; see BRRTS.
What the record shows
For each facility, DNR's page gives its name and address, its EPA and Facility ID (FID) numbers, a summary of what it does now or did in the past and the kinds of waste it handles, a link to EPA's Enforcement and Compliance History Online (ECHO) report, its license numbers, licensed activities and license status, links to the current license documents, and any licensing actions open for public comment. The license documents and plans of operation are posted as PDF files; this handbook did not open them.
Wisconsin's hazardous waste rules are the ch. NR 600 series of the Wisconsin Administrative Code. DNR says revisions took effect on July 1, 2025.
Where to look a site up
- DNR's Hazardous waste treatment, storage and disposal facilities page, for the licensed facilities and those under long-term care.
- GEMS on the Web, which DNR says holds monitoring data for a few hazardous waste facilities whose licenses require monitoring.
- Generators and transporters are separate records; see Hazardous waste generators and EPA ID numbers.
Getting the file
DNR's page links its hazardous waste facility licensing contacts through its staff directory. DNR prefers records requests by email, to DNRRecordsResponse@wisconsin.gov, and accepts them in any format, and its public records page names hazardous waste among the kinds of records to list in a request; see Public Records Request.
