Hazardous Waste Permitting

Agency Vermont Department of Environmental Conservation

The Hazardous Waste Section of the Vermont Department of Environmental Conservation (DEC) issues permits to facilities that engage in long-term or commercial storage of hazardous waste and to facilities that treat or dispose of it. DEC's permitting page posts the current facility permits.

In a Phase I ESA

A TSDF permit is the state's authorization to treat, store or dispose of hazardous waste at a site. It sits beside the federal records described on the RCRA TSD page. ASTM E1527-21 lists state hazardous waste facility records among its standard sources. This handbook does not pair a single Vermont list with that type; the posted permits are one of the Vermont records that bear on it, with Hazardous waste handlers and EPA ID numbers. The distances the standard sets for each kind of record are on the search distances page.

Who needs a permit

DEC says a Treatment, Storage and Disposal Facility (TSDF) permit is required of persons who:

  • treat, store or dispose of hazardous wastes received from an off-site location;
  • treat or dispose of their own hazardous waste on-site; or
  • store their own hazardous waste on-site for longer than 180 days, for small quantity generators, or 90 days, for large quantity generators.

A TSDF permit is issued for a maximum term of ten years. DEC also issues emergency hazardous waste treatment and disposal permits, for potentially unstable containers of hazardous waste; a facility must get one before performing chemical stabilization. Anyone hauling waste to or from any location in Vermont for compensation must obtain a waste hauling permit from the Agency of Natural Resources, and haulers of hazardous waste must also submit a supplemental application.

For a former generator, ask how long waste was kept on site: DEC's page says storing one's own waste beyond those periods requires a TSDF permit.

Where to look a site up

  • DEC's Hazardous Waste Permitting page links each current facility permit; there were six as read on October 13, 2026.
  • DEC says each permit is posted as issued and may have been modified after its effective date, and that minor approved modifications may not be shown. To find out whether a permit has been modified, it says to contact the Hazardous Waste Section.
  • The Waste Management and Prevention Division is at 802-828-1138 during office hours.

Getting the file

DEC's pages link, in their footer, Request public information and Department of Environmental Conservation Records Liaisons, both on the Agency of Natural Resources' public records page, which this handbook did not read. The pages read for this program give no route of their own for a permit file.
