Florida solid waste facilities
The Solid Waste Section of the Florida Department of Environmental Protection (DEP) is responsible for the rules and policy of Florida's solid waste management program. DEP says solid waste facilities can include landfills, material recovery facilities, transfer stations, composting and processing facilities and waste tire management sites. Permitting, compliance and enforcement at these sites are managed by DEP's district offices.

DEP's solid waste facility records are the Florida form of the state landfill and solid waste disposal site records that ASTM E1527-21 lists as a standard source. The general reading of a landfill listing is on the landfills and solid waste page.
- The list is wider than landfills. DEP's Statewide Solid Waste Universe report covers every type of solid waste facility in Florida and sorts by type, status and district. Read the facility type and the status before drawing a conclusion from a listing.
- Old landfills are a known question. DEP says it has received requests on how to manage wastes from old landfills when they are discovered, and questions about what to consider when constructing near or over them. That is a reason not to treat the facility search as the last word on old disposal areas.
- Counties were asked for their old landfill locations. DEP says it wrote to all 67 counties on November 13, 2003 asking for help in compiling data on the locations of old landfills, and that it intends to consolidate the information into a statewide registry of landfills to be made publicly accessible on the internet. The page read, last modified in 2019, does not say whether that registry was completed. Ask the county solid waste office what it holds.
- Building on an old landfill has rules. DEP says rules 62-701.610(7) and 62-701.610(8), F.A.C., will apply in some cases, and it has a guidance document on the disturbance and use of old closed landfills or waste disposal areas.
- The district has the working file. Because the district offices manage permitting, compliance and enforcement, ask the district office for a facility's permit and inspection history.
The rule for these facilities is Chapter 62-701, F.A.C., Solid Waste Management Facilities. DEP's rules page also lists a Waste Tire Rule, Chapter 62-711, and a rule for soil treatment facilities, Chapter 62-713.
Where to look a site up
- Search for a Solid Waste Facility, which DEP says locates information on specific solid waste facilities. DEP posts instructions for it.
- Statewide Solid Waste Universe, the report by type, status and district.
- Solid Waste Facility Locator, which opens DEP's Map Direct. DEP says to select "Find Places" to search by city, county, ZIP code and other options.
- Solid Waste Reports Menu, for the other solid waste reports.
- DEP's Solid Waste Section page links a list of county solid waste contacts.
Getting the file
DEP's OCULUS document system gives access to public records associated with permitted facilities and activities. Documents are filed under a DEP program and facility, so have the facility or site name or the facility identification number. For a paper records search, DEP says to contact the district office's Public Records Coordinator or the Office of Ombudsman and Public Services (Public.services@FloridaDEP.gov, 850-245-2118).
