Solid Waste Notifications

In Louisiana, generators of industrial solid waste and transporters of solid waste notify the Louisiana Department of Environmental Quality (LDEQ) and request an ID number. LDEQ's page gives contacts in its Notification and Accreditation Section for those notifications and for solid waste operator certification.

In a Phase I ESA

ASTM E1527-21 does not name these notifications among its standard record sources. For a former industrial site they are LDEQ's record of who notified it as a generator or transporter, and under what ID number. Three things on the page matter.

  • A generator has an ID number. The notification form is submitted by any person whose act or process produces industrial solid waste as defined in LAC 33:VII.115.A, to request a Generator of Industrial Solid Waste ID Number for the first time or for a subsequent notification.
  • A closure form ends the number. LDEQ's closure notification is used to notify LDEQ that a person is no longer a generator of industrial solid waste. LDEQ says the ID number will be closed after the form is submitted. Ask for both the notification and the closure form.
  • Transporters have an ID number too. A Solid Waste Transporter ID Number is requested by any person who moves solid waste off-site to a non-processing transfer station or a collection, processing or disposal facility, as defined in LAC 33:VII.115.A. The definition leaves out individuals who transport their own residential waste to such facilities. LDEQ says that after the closure form is submitted the ID number is closed and no future transporter fees are invoiced.

Industrial waste generators also file an annual report, which LDEQ's Solid Waste Permitting page describes as due August 1 for the previous reporting year (July 1 through June 30).

LDEQ links a List of Transporters of Solid Waste, which it calls the current list. The pages read link no list of generators of industrial solid waste.
