Solid waste facilities

The Maryland Department of the Environment (MDE) says it provides regulatory oversight of a diverse array of solid waste facilities, including landfills, transfer stations, recycling centers and waste-to-energy plants. It says each county manages its own network of facilities.

In a Phase I ESA

MDE's solid waste program is the Maryland form of the state landfill and solid waste disposal site records that ASTM E1527-21 lists as a standard source. The general reading of a landfill listing is on the landfills and solid waste page. Two points from MDE's pages matter.

  • The kinds of facility. MDE says the solid waste facilities it regulates include municipal, rubble and industrial waste landfills; land clearing debris landfills; waste-to-energy plants and incinerators; solid waste processing and transfer stations; hazardous waste facilities; and special medical waste facilities. MDE says facilities require a permit.
  • A list of permitted or closed facilities. The page links a "Full list of permitted or closed facilities with groundwater discharge permits", a PDF that this handbook did not read. The page does not say whether it covers landfills that closed before permits were required, and the pages read describe no separate statewide inventory of old closed landfills.

MDE's Land Permits page links application forms for the Solid Waste Program, among them a Refuse Disposal Permit Application, a Groundwater Discharge Permit for Unlined Rubble Landfills, and general and individual permit applications for Natural Wood Waste Recycling Facilities. It also links an environmental justice permitting fact sheet. This handbook did not read them.

The Solid Waste page also posts notices: a list headed "Permits in the Pipeline" of applications open for public comment, with comment period end dates in October 2026, and notes under "Permitting Status by Facility" on individual applications and permits. These show a facility's status at the time of the page, not a historical record.

Where to look a site up

The pages read link no facility search for solid waste. They link the groundwater discharge permit list described above. MDE's Open MDE page links Land and Materials data on complaints, inspections, violations, enforcements, extended permits and discharge permits; the page does not say which programs each covers. The Solid Waste Program's phone number is 410-537-3315, and MDE gives its office as 1800 Washington Blvd., Ste. 605, Baltimore, MD.

MDE's Public Information Act requests page covers requests for MDE records. The solid waste pages read do not describe a separate route.
