Brownfield Assessments

Brownfield Assessments are one of the three programs of the Missouri Department of Natural Resources' Brownfields/ Voluntary Cleanup Program. Under a cooperative agreement with the U.S. Environmental Protection Agency, the department's staff conduct site-specific assessments on properties for not-for-profit organizations and public entities, such as cities, counties and quasi-governmental entities. The department says the program gives technical assistance to help communities assess properties, and its financial assistance page describes the assessments as at no cost to applicants.

In a Phase I ESA

The department's Brownfield Assessment List is a Missouri form of the state brownfield records that ASTM E1527-21 lists as a standard source. The general reading of a brownfields listing is on the brownfields page. Two Missouri details shape the search.

  • Who can apply. The department describes the assessments as for not-for-profit organizations and public entities. The list holds sites that applied to this program, which is separate from the Brownfields/ Voluntary Cleanup Program (BVCP) cleanup application.
  • Phase I and Phase II work can fall under it. The department publishes two quality assurance project plan templates for contractors doing Brownfield Assessments. It says the activities covered by the generic plan, with department oversight, include Phase I or Phase II Environmental Site Assessments.

What the record shows

The department's Brownfield Assessment List is an Excel table of all sites that applied to the Brownfield Assessment Program. It gives a unique site identifier, the site name, the status of the site when the report was run, the address, city, ZIP code, county and the type of assessment performed. The page does not say how often the list is updated. The version offered when the page was read was dated October 1, 2026.

The department's forms for the program include a Brownfields Assessment Application (MO 780-1955) and a publication on the site-specific assessment (PUB2949).
