Solid Waste
The Department of Energy and Environmental Protection (DEEP) permits and tracks solid waste facilities in Connecticut. DEEP's Solid Waste Home page, last modified July 29, 2025, groups its lists, a list of active landfills among them, under the heading Permitted Solid Waste Facilities.
In a Phase I ESA
DEEP's solid waste facility lists are the Connecticut form of the state landfill and solid waste disposal site records that ASTM E1527-21 lists as a standard source. The general reading of a landfill listing is on the landfills and solid waste page. Two Connecticut details shape how to read it.
- The active landfill list is a dated table. DEEP's Active Landfill Sites page carries a footer reading "Content Last Updated August 2023". It is a table of town, facility address, owner, waste type, permit number, permit issuance date and comments. The comments column carries notes such as a landfill that is no longer accepting waste, and below the key a footnote numbered 1 reads "Landfills that have not completed closure in accordance with solid waste regulations." No row of the saved table carries that number. The page is titled Active Landfill Sites, so do not read it as a list of closed landfills. The pages read do not name a list of closed landfills.
- Other facility types are listed separately. DEEP's page links lists of registered municipal transfer stations, permitted transfer stations, recycling processing facilities, construction and demolition processing facilities, resource recovery facilities, clean wood processing facilities, composting facilities, facilities registered under the commercial general permit and permitted biomedical waste facilities. Several of those lists are PDF files that were not read for this page.
DEEP's General Information on Site Clean-up page, last modified August 20, 2026, also links a list of Landfill Properties currently under Remediation Division oversight. That list is a PDF that was not read for this page.
Where to look a site up
- DEEP's Active Landfills in CT page is the table described above.
- DEEP links an interactive Map of Permitted Municipal Solid Waste Facility Locations in Connecticut. DEEP says selecting a facility icon reveals the facility's permitted capacity for municipal solid waste, the company contact and the phone number.
- DEEP's list of Contaminated or Potentially Contaminated Sites says Landfill Monitoring sites are among its sources.
- For the Active Landfill Sites page, DEEP gives the Waste Engineering and Enforcement Division at 860-424-3366. For solid waste questions it gives its toll-free COMPASS hotline, 1-888-424-4193, Monday through Friday, 8:30 a.m. to 4:30 p.m. except state holidays.
Getting the file
DEEP's Records Center page, content last updated July 2024, lists solid waste facility files among the holdings of its Bureau of Materials Management and Compliance Assurance: landfills and volume reduction plants dated from 1960, engineering drawings and maps from 1975, water quality data from 1970 and special waste authorizations from 1985. DEEP's Remediation Division Documents page, last modified March 18, 2026, says solid waste management files were not yet scanned and remain in the Records Center. See the Environmental Quality Records Center page for appointments.
