Release, Environmental Assessment, and Cleanup Tracker (REACT)
The Release, Environmental Assessment, and Cleanup Tracker (REACT) is the Department of Energy and Environmental Protection's (DEEP) online case management portal for releases and cleanups. DEEP's Environmental Cleanup page, which shows no modified date, describes it as a place to search for properties where releases have occurred and to track cleanup progress, and says it contains documents uploaded by environmental professionals.
In a Phase I ESA
ASTM E1527-21 does not name this tracker among its standard record sources. For a Connecticut property it is where DEEP says to look for release cases and recent cleanup documents, so it is a place to search alongside the standard sources.
- Anyone can search. DEEP's REACT Resources and Instructions page, last modified June 26, 2026, says there is no need to create an account unless you will edit data or upload submittals. Its quick property search works two ways: scroll and zoom the map to the area and select a triangle to see the address, or type an address or partial address in the search box. It says triangles show the location of reported releases or properties undergoing cleanup, and that cases at the address appear below the map.
- The documents depend on the date. DEEP's Remediation Division Documents page, last modified March 18, 2026, says that as of 2026, documents related to release and property cleanups are now uploaded directly to REACT and will be available both in REACT and through the DEEP Online Document Search Portal, and that documents submitted before 2026 are in the portal. DEEP's Environmental Cleanup page says documents submitted before February 2026 are in the portal. The pages give different cut-off dates, so check both places for anything near the turn of 2026.
- The map viewer is a separate tool. DEEP also links an Environmental Cleanup Comprehensive Map Viewer, an ArcGIS tool for geospatial information related to environmental cleanups.
- Several programs file here. DEEP's pages say UST release forms, Environmental Use Restriction submittals, Significant Existing Releases, tier assignments and brownfield program fees go through REACT. See the UST Clean-Up, Environmental Use Restrictions and Release-Based Cleanup Program pages.
The pages read do not say which programs' older cases were loaded into REACT. DEEP's page mentions cases that existed in a legacy database before REACT launched, and says an authenticated user may need to add the regulated entity if it is not already populated.
Where to look a site up
- REACT is DEEP's public portal.
- DEEP's Online Document Search Portal holds documents submitted before the cut-off above.
- DEEP's Environmental Cleanup Comprehensive Map Viewer.
- For help with REACT, DEEP gives DEEP.REACT@ct.gov.
Getting the file
REACT holds the documents uploaded through it. For earlier documents, use the Online Document Search Portal. DEEP's Remediation Division Documents page also links tips for searching the portal. For files not in either, see the Environmental Quality Records Center page.
