Florida State-Lead Cleanup Program
State-Lead Cleanup is a Florida Department of Environmental Protection (DEP) program of site rehabilitation. DEP lists three circumstances the program is designed to address: no viable responsible parties; a site that poses an imminent hazard; a site that does not qualify for Superfund or is a low priority for the U.S. Environmental Protection Agency (EPA). The work is paid for from the Water Quality Assurance Trust Fund.
In a Phase I ESA
ASTM E1527-21 names the state equivalent to the federal Superfund lists as a standard source. The general reading of a state Superfund listing is on the state Superfund equivalent page. DEP's pages do not use the words state Superfund, and this handbook does not pair a single Florida list with that type. This program is the nearest, on two DEP statements: State-Lead Cleanup is designed to address sites that do not qualify for Superfund or are a low priority for EPA, and the Waste Site Cleanup Section manages state-funded investigation and cleanup of hazardous waste sites.
- A district asks first. DEP says site rehabilitation is triggered when a DEP district office requests adoption of a site for state-lead cleanup. Ask the district office for the record that led to the request.
- Enforcement may have come first. DEP's Waste Site Cleanup Section describes its job as the remediation of hazardous waste sites where enforcement has been unsuccessful or only partially successful. Check whether the file holds an enforcement record.
- The work can run from study to system. DEP says rehabilitation may include contamination assessment, risk assessment, feasibility studies, design and construction of treatment systems, operation and maintenance of installed treatment systems, and removal of contaminated media when necessary. Read which of these has been done at a listed site.
- Federal sites are a different record. The same section coordinates with EPA during EPA-managed cleanup of National Priorities List sites in Florida. Those are on the Superfund sites and CERCLA Site Screening page.

Getting the file
DEP's OCULUS document system gives access to public records associated with permitted facilities and activities. Documents are filed under a DEP program and facility, so have the facility or site name or the facility identification number. For a paper records search, DEP says to contact the district office's Public Records Coordinator or the Office of Ombudsman and Public Services (Public.services@FloridaDEP.gov, 850-245-2118).
