Hazardous Waste Facilities Permits

Agency Utah Department of Environmental Quality

The Division of Waste Management and Radiation Control (DWMRC) of the Utah Department of Environmental Quality (DEQ) issues the permits that hazardous waste treatment, storage and disposal (TSD) facilities in Utah must hold, and keeps a page listing them. DWMRC describes a RCRA permitted site as property contaminated by hazardous waste at a TSD facility, and says such facilities need a RCRA Part B permit from DWMRC setting the standards and conditions they operate under.

In a Phase I ESA

This is DWMRC's list of the hazardous waste facilities it permits. It sits beside the federal records described on the RCRA TSD page. ASTM E1527-21 lists state hazardous waste facility records among its standard sources, and this handbook pairs this list with that type.

Four Utah details shape how to read it.

  • DWMRC treats the list as the test. On its cleanup page, DWMRC says that a site missing from the permits list is not a permitted site in Utah.
  • What the list shows. Each permitted facility is linked to its own page or permit document, and several entries are post-closure permits. A second group on the page lists other sites in the Hazardous Waste Cleanup Program. The cleanups themselves are on the Hazardous Waste Cleanup Program (HWCP) page.
  • Two kinds of permit. DWMRC says a facility with land disposal units, such as landfills, surface impoundments, waste piles, land treatment units or deep injection wells, that cannot be fully cleaned needs a post-closure plan and, at closure, a Part B post-closure permit for ongoing care and monitoring. A facility without land disposal units needs a treatment or storage permit, which can include a corrective action module for soil and groundwater contamination across the facility.
  • Generator records. DWMRC's Hazardous Waste Management Program page links a document it labels Utah RCRA Hazardous Waste Handlers. It describes the document as sites holding an EPA identification number as a hazardous waste handler, and says it leaves out sites no longer in business and sites that may have had a one-time cleanup of hazardous waste. This handbook did not open it. The federal generator records are described on the RCRA Generators page. DWMRC lists the EPA ID number among the details it asks a records request to give.

Where to look a site up

Getting the file

DWMRC takes records requests on DEQ's GRAMA request form at wmrcgrama@utah.gov or (801) 536-0200. It says it does not usually file records by address, coordinates or parcel number, and asks for details such as the facility name, EPA ID number, or the operator's or permittee's name. The routes are on the GRAMA requests page.
