Tennessee List of Inactive Hazardous Substance Sites (Promulgated List)
Tennessee's List of Inactive Hazardous Substance Sites (Promulgated List) is kept under the Hazardous Substance Remedial Action rule, Chapter 0400-15-01, of the Tennessee Department of Environment and Conservation (TDEC). The rule includes a process for adding sites to the list and deleting them from it. TDEC says you may have heard the list called a Promulgated Site List.
In a Phase I ESA
The list is the Tennessee form of the state equivalent to the federal Superfund lists, which ASTM E1527-21 names as a standard source. The general reading of a state Superfund listing is on the state Superfund equivalent page. Four Tennessee details shape how to read a listing.
- Three criteria put a site on it. TDEC says a site must be inactive, have a hazardous substance present, and pose or be anticipated to pose a threat to public health, safety or the environment. When a site meets all three, TDEC's Division of Remediation, now the Remediation Branch, proposes adding it.
- Listing and delisting are rulemaking. TDEC says adding or deleting a site requires rulemaking, and that the list can be found in Rule 0400-15-01. A site can therefore have been on the list and since deleted. When a property or a neighbor was once listed, ask for the file and read how the deletion was reached.
- It is one tab of a wider list. TDEC's Site Viewer returns the Remediation Branch's sites and carries a separate tab for the State Promulgated sites. A site on the wider list is not by that fact a promulgated site. The wider list is on the Division of Remediation sites page.
- You may see it called State Superfund. TDEC's Tennessee Clean page writes of a site that was "promulgated as a State Superfund site". The pages read do not define that term, so treat it as another name for a listing here and confirm against the list itself.

Where to look a site up
- TDEC links the List of Inactive Hazardous Substance Sites (Promulgated List) on its Remediation data viewer.
- The list is also in Rule 0400-15-01. TDEC says the Remediation Branch's effective rules are on the Tennessee Secretary of State's website.
- The DLP-Remediation Map Viewer lets you pinpoint an address and see the Remediation Branch's sites in the area. TDEC says its data updates nightly.
Getting the file
The Remediation Branch says to request specific site files with TDEC's Public Records Request form, and that some files are available on its data viewer. Its central office in Nashville is at (615) 532-0900 and Division.Remediation@tn.gov, and its offices are open Monday to Friday, 8:00 am to 4:30 pm local time, except holidays.
