Well Information Management System (WIMS 2.0)
The Well Information Management System (WIMS 2.0) is the Missouri Department of Natural Resources' system for well and pump installation contractors to obtain or renew permits, submit certification and registration reports and request variances. The department says it also lets the public search for well records and for well and pump installation contractors in their area.
In a Phase I ESA
ASTM E1527-21 does not name well records among its standard record sources. They matter on a site visit or records review when the question is whether a well exists on or near the property, or whether a monitoring well was installed.
The department says it oversees the proper construction of all wells, including water, oil, gas, exploration, heat pump and monitoring wells, and that it regulates the construction and plugging of several well types. The rules are in 10 CSR 23 and the Water Well Driller's Act, sections 256.600 to 256.640 of the Revised Statutes. The pages read do not say which kinds of well record the public Well Search holds.

The public side of WIMS 2.0 has four tools, through the department's Well Information Management System dashboard:

The department also offers the Well Installation Section Drilling Information Map (WISDIM). It is an interactive map of domestic bedrock well construction requirements and well information. The department says thirteen drill areas have been designated, where construction rules vary because of geology, hydrology or environmental factors, and that the drilling requirements shown rest on well logs and data submitted to it. Its Wells and Drilling page also links the Geosciences Technical Resource Assessment Tool (GeoSTRAT), an interactive map of geologic, hydrologic and geotechnical data, and pages on abandoned wells and well logs, cuttings and cores.

The pages read do not give a records route for well files. The department's general route is the Sunshine Law request.
