COSTIS-IA and petroleum file requests

The Colorado Storage Tank Information System - Interactive (COSTIS-IA) is the online portal of the Division of Oil and Public Safety (OPS) for its storage tank records. OPS points to it for information on storage tank facilities, and says petroleum release information is archived in its database with the closure criteria applied.

In a Phase I ESA

ASTM E1527-21 does not name an agency data portal among its standard record sources. In Colorado it is where a tank or release listing can be checked at its source, and OPS's file request form is how the reports behind it are had. Both are reached from one OPS page, Petroleum Data & File Request, which has three doors.

Four details shape how far to trust a search.

  • The portal has a login and an open search. OPS's Petroleum page says to log in to COSTIS-IA to search records or pay an invoice online. Its guidance welcome page links a quick reference guide on unauthenticated searching in COSTIS-IA.
  • The release map is of open releases. OPS describes its interactive map as a view of open petroleum releases. Closed events, which OPS describes as releases issued a No Further Action determination, are in the dataset Active and Closed OPS Petroleum Release Events in Colorado. OPS's Maps page says releases at locations that do not yet have latitude/longitude data "are included in the data table, but on the map". That is the sentence as OPS prints it.
  • The facilities dataset is described by active tanks. OPS publishes three datasets on the Colorado Information Marketplace: the release events, the storage tanks registered with OPS, and the facilities with at least one active regulated storage tank. OPS lists the download formats as json, csv, xls, rdf, rss and xml.
  • OPS disclaims the map data. It says there is no guarantee that the data in its map application is 100% accurate, correct, current or complete, that the information was accessed from the COSTIS database and may not be completely up to date, and that the maps may not be suitable for site-specific decision making. It asks to be contacted for site-specific issues or verification of records.

Getting the file

  • The Petroleum File & Data Request form is linked from OPS's Petroleum Data & File Request page. That page says some data sets are available at the Colorado Information Marketplace.
  • OPS says any information provided to it, on submitted forms or in other communication, is available to the public upon request or is made available to the public.
