Petroleum storage tank registrations

Oklahoma petroleum storage tank registrations

In Oklahoma, petroleum storage tanks are regulated by the Oklahoma Corporation Commission. The Commission's Petroleum Storage Tank Division enforces state and federal regulations for aboveground and underground storage tanks that contain antifreeze, motor oil, motor fuel, gasoline, kerosene, diesel, and aviation fuel.

In a Phase I ESA

The Division's tank records are the Oklahoma form of the state registered storage tank records that ASTM E1527-21 lists as a standard source. The general reading of a registered tank listing is on the UST / AST page. A registration says a tank system exists or existed. Releases are a separate record, the petroleum storage tank release case.

Two Oklahoma details shape the search.

  • Ask the Corporation Commission. Tank registrations and tank releases are both kept by the Commission's Petroleum Storage Tank Division, so that is the agency to ask.
  • Both kinds of tank are covered. The Division's registration form is a single form for aboveground and underground tanks, and its rules have a chapter for each.

What a tank file can hold

The forms the Division publishes show the paper a tank can generate:

  • an AST/UST registration form;
  • a change of ownership form and a seller's notification form;
  • a temporary closure form and a return to service form;
  • an AST/UST permanent closure form;
  • closure sampling requirements, published separately for underground and aboveground tanks;
  • a certificate of destruction for an underground tank and a certificate of disposition for an aboveground tank.

For a tank that was permanently closed, the closure form and the sampling results that go with it are the documents to ask for.

The Division's rules are Chapter 25 (underground storage tanks) and Chapter 26 (aboveground storage tanks) of the Commission's rules.

  • The Commission's PST Data Finder page carries the PST Finder, a searchable mapping application that the Commission says shows facility, tank, and release case data kept by the Division.
  • The Division's Petroleum Storage Tank page links the PST Portal, which it says provides access to images, among other things.

Getting the file

The Commission takes records requests through the form on its Open Records Requests page, and says most requests are answered within 24 hours. It also says most records about underground or aboveground petroleum storage tanks at fueling stations are available through its Petroleum Storage Tank portal, which is open to the public.
