Oklahoma Site Cleanup Assistance Program (SCAP)

The Site Cleanup Assistance Program of the Oklahoma Department of Environmental Quality (DEQ) remediates abandoned hazardous waste sites and closed armories, and provides other cleanup assistance to public entities around the state.

In a Phase I ESA

This handbook does not pair the program with one of ASTM E1527-21's standard record types. Whether a site DEQ remediated under it belongs in the state-equivalent search is the environmental professional's call. It is worth checking because it covers abandoned and orphan sites.

DEQ lists four programs under it:

  • Orphan Sites. DEQ says this program remediates contaminated properties around the state. Its page names past projects.
  • Armory Cleanup Program. DEQ says this program remediates abandoned hazardous waste sites and closed armories, and its page lists the remediated armories by town. The same page links guidance on indoor firing ranges and on lead and lead-based paint. For a former armory, check that list first.
  • Community Revitalization Program.
  • School Chemical Disposal Program.

DEQ posts annual reports for the program for fiscal years 2021 through 2024.

Getting the file

DEQ's Central Records office holds the agency's files. Requests go through its online request form, in person at 707 N. Robinson in Oklahoma City, or by phone at 405-702-1188. DEQ asks that a request give the date range, the facility ID number or the facility or company name, any permit number, and whether the records wanted are land, air, water, or environmental complaints and local services documents.
