Solid waste facilities
The Waste Division of the Mississippi Department of Environmental Quality (MDEQ) posts the permit applications for solid waste facilities and collects annual disposal reports from landfills, rubbish sites, composting sites and other solid waste facilities. Its page links an Active Solid Waste Facility Listing dated August 2026. The rules are the Mississippi Nonhazardous Solid Waste Management Regulations, 11 Miss. Admin. Code Pt. 4, Ch. 1.
In a Phase I ESA
MDEQ's solid waste facility records are the Mississippi form of the state landfill and solid waste disposal site records that ASTM E1527-21 lists as a standard source. The general reading of a landfill listing is on the landfills and solid waste page. Three Mississippi details shape the search.
- More than landfills. MDEQ's permitting page has applications for municipal solid waste landfills, industrial solid waste landfills, rubbish disposal, transfer stations, processing and putrescible processing facilities, yard waste and putrescible composting, mulching and chipping facilities, and municipal and industrial sludge land application. It also lists general permits for Class I and Class II rubbish sites, municipal solid waste transfer stations, biosolids land application and vegetative debris composting. A search that asks only about landfills can miss a rubbish site.
- The listing is of active facilities. By its title, the August 2026 listing covers active facilities. MDEQ posts a separate listing of known closed municipal solid waste landfills; see Closed municipal solid waste landfills.
- Each facility reports yearly. MDEQ says the regulations require the owner of a solid waste management facility to submit an annual report on or before February 28 on the preceding calendar year's disposal activities. The facilities that must report include commercial and noncommercial landfills, commercial and noncommercial rubbish sites, composting facilities and land application sites. MDEQ says owners must file the annual report electronically through the Re-TRAC Connect platform, beginning with the report on calendar year 2019 activities.
Where to look a site up
- The Waste Division's page links the Active Solid Waste Facility Listing (August 2026).
- The Solid Waste Facilities Reporting Program page links status reports on solid waste facilities for each calendar year from 1997 through 2019. By their titles, the reports for 1997 to 1999 cover landfills, those for 2000 and 2001 cover landfills and rubbish sites, and later ones cover solid waste disposal or management facilities. This handbook did not read them.
- For the annual reporting requirements, MDEQ gives the Waste Division's Policy, Planning, & Special Programs Branch at (601) 961-5171.
Getting the file
MDEQ's route is a written public records request that names the facility, the city and county where it is located, and the type of information wanted; see Public records requests.
