Open MDE is the Maryland Department of the Environment's page of links to searchable data on its permit and compliance work. MDE says its goal is to be transparent and accessible with information pertaining to its mission, by giving the public searchable platforms of permit and compliance data and access to view or download available records or documents.

In a Phase I ESA

ASTM E1527-21 does not name these compliance records among its standard record sources. They are a place to look for what a regulator recorded about a facility, as opposed to a list of sites. MDE says the records include:

  • citizen complaints;
  • permits issued;
  • inspections, which MDE describes as full or partial compliance evaluations of a regulated entity;
  • "Informal" enforcement actions, where MDE gives an entity written notice that infractions occurred and need to be corrected in a specified period of time;
  • "Formal" enforcement actions, where an entity has been ordered or has consented to specific terms in a binding settlement agreement;
  • reported releases of raw or partially treated sewage from sewer systems and treatment plants.

MDE's page arranges its links in a table by program area. Under Land and Materials it links complaints, inspections, violations, enforcements, extended permits and discharge permits. Under the Oil Control Program it links inspections and extended permits. Under Animal Feeding Operations it links complaints, inspections, violations, enforcements and extended permits. It also has columns for Water and Science and for Air and Radiation. Most links go to addresses at opendata.maryland.gov. This handbook did not read the linked pages, so a link label supports only that MDE links it.
