Public Records Requests
The Louisiana Department of Environmental Quality (LDEQ) keeps its records in an Electronic Document Management System (EDMS). LDEQ says the EDMS contains all official records that have been created or received by LDEQ. This page covers where to search it, and the other routes LDEQ gives for a record that is not there.
In a Phase I ESA
A listing says a record exists. The reports and letters are in the file. Four details from LDEQ's pages shape how to get one.
- Not every document can be viewed in EDMS. LDEQ says documents pertaining to radiation are searchable but not viewable there. For documents not available in EDMS, LDEQ gives the public records request form.
- LDEQ's pages point to the Agency Interest (AI) number. LDEQ's remediation pages ask that correspondence carry an Agency Interest (AI) number, the physical address and the parish, and its page for annual legislative reports tells readers to enter an Agency Interest number in EDMS. Have the site's AI number if it has one, with the physical address and parish that LDEQ asks for on correspondence.
- Anything submitted to LDEQ may be public. LDEQ's records page says any information submitted to LDEQ may become public record under Act 256 of the 2019 Regular Legislative Session.
- Reduced rates exist for some requesters. LDEQ says students, media and some other groups qualify for reduced rates for record copies, or sometimes free copies, with its Certification for Free or Reduced Rate form (DEQ Form ISD-0005-02), submitted to publicrecords@la.gov.

- LDEQ's Information & Records page gives a Customer Service Center for help finding the right contact: 225-219-5337, toll free 866-896-5337, and _DEQ-CustomerServiceCenter@la.gov. LDEQ also points to the Contact Us link inside the EDMS and to its Frequently Asked Questions.
Getting the file
LDEQ gives these routes for a record:
- Online request. The online public records request form. LDEQ says the request goes directly to its Public Records staff, and records are sent by mail, fax, in person or, if available, electronically.
- Paper request. DEQ Form ISD-0005-01, for mail or fax only. LDEQ says not to email it.
- A visit. The Public Records Center at LDEQ headquarters (appointments preferred) or a regional office (appointments required), to search, retrieve, view and print records, from 8 a.m. to 4:30 p.m., Monday through Friday. LDEQ says hours are typically those, except during state holidays and state office closures. Appointments are made through publicrecords@la.gov, or by calling 225-219-5337, option 3.
LDEQ's procedures for public records requests are in LAC 33:I, Chapter 23, and it publishes a Public Records Fact Sheet that describes how it fulfills requests. This handbook did not read either one, so it does not say what a request costs or how long it takes.
