Environmental Site Tracking and Research Tool (E-Start)
E-Start is the Missouri Department of Natural Resources' interactive map of site investigations and cleanups and certain regulated sites within a community or area. The department's link text for it is "E-Start - Hazardous waste sites in your neighborhood", and it is the first tool the department's Sunshine Law page lists for a Phase I ESA.
In a Phase I ESA
ASTM E1527-21 does not name this map among its standard record sources. It is the department's own single map across several of the programs that are standard sources, so it is one place to start with an address.
The department says the map holds these types of sites in Missouri:
- Superfund
- Federal facilities
- Hazardous waste treatment, storage and disposal facilities
- Brownfields and voluntary cleanup program sites
- Brownfield assessments
- Petroleum and hazardous substance storage tank facilities
The department also says the map is designed to show all cleanups and any related tools and controls, and that tanks undergoing closure and cleanup are included. A user clicks a point or area for a site information summary, which links to documents the department currently has in electronic form.
Limits the department states
- Not every record is electronic. The summary links only documents the department currently has available in electronic form. The department says copies of its files can be had by Sunshine Law request.
- No warranty. The department states that it makes no warranty, expressed or implied, as to the accuracy of the data, and that using the map or its data sets means accepting their faults and limits.
- Other data lives elsewhere. For specific properties undergoing long-term stewardship, the department points to its Closed and Long-Term Stewardship Sites page. For other hazardous waste data, it points to its Waste and Recycling Data and e-Services page.
Where to look a site up

The department says developers, local governments and utilities are encouraged to use them in permitting, planning and development. It offers hazardous waste cleanup site and tank site layers in three file formats, with a reference guide for each.
