Emergency Preparedness and Response
The Maryland Department of the Environment (MDE) has an Office of Emergency Preparedness and Response. MDE says its Emergency Response Division is made up of trained professionals who specialize in environmental crises and who respond when hazardous substances threaten air, land or water. This is where spills and releases are reported.
In a Phase I ESA
ASTM E1527-21 does not name state spill reports among its standard record sources. MDE's pages describe how a spill is reported, but the pages read do not say where past spill reports are kept or how to look one up for a property.
What MDE's pages say about reporting:
- The hotline. MDE gives a 24-hour emergency hotline, 866-633-4686 (866-MDE-GOTO), for events that pose an immediate threat to health or the environment. It says anonymous calls are accepted.
- What the hotline takes. MDE lists hazardous material and oil spills, underground tank leaks, air pollution violations, fish kills and algae blooms, public sewer leaks or overflows, public water supply problems, radiation accidents or safety violations, and sediment, wetland, mining and agriculture issues. The Oil Control Program's page gives the same number for reporting oil spills.
- What the Emergency Response Division handles. MDE lists oil and hazardous chemical spills, nuclear power plant incidents, emergencies involving drinking water or wastewater systems, reports of unidentified substances, and environmental risks linked to terrorism or sabotage.
- A spill report form. MDE links a Spill Report Form as a PDF. It says to submit completed forms for compliance purposes to mde.erd@maryland.gov.
- Non-emergencies. For non-urgent issues such as trash dumping, discarded tires and unusual water discoloration, MDE says to report by email or to the appropriate program by phone.

Getting the file
The pages read do not describe a records request route specific to spill reports. MDE's Public Information Act requests page covers requests for MDE records in general.
