Used Oil Recycling Program

Agency Florida Department of Environmental Protection

In 1984 the Florida Department of Environmental Protection (DEP) put in place a used oil management program under sections 403.75 through 403.769, Florida Statutes. Its Used Oil Recycling page covers the annual registration of used oil handlers and a voluntary network of public used oil collection centers. The rule is Chapter 62-710, F.A.C., Used Oil Management, which DEP lists among its recently adopted rules as effective April 24, 2025.

In a Phase I ESA

ASTM E1527-21 does not name used oil handler lists among its standard record sources. The general reading of a used oil listing is on the Used Oil Handlers page.

  • A generator that recycles need not notify. DEP's hazardous waste compliance page says sites that manage, transport or process used oil must notify, and that generators of used oil destined for recycling do not need to. A shop that only generated used oil for recycling may therefore be on none of DEP's used oil lists; check its history in other records.
  • One form covers several activities. Since November 13, 2019, Florida's hazardous waste rule, Chapter 62-730, has required the Florida Notification of Regulated Waste Activities form 8700-12FL. DEP says the form includes mercury and used oil program area registrations in addition to hazardous and universal waste generator activities, and lists it for used oil transporters and processors among others. Read a notification for which activities it covers. The hazardous waste records are on the Hazardous Waste Management page.
  • The handler list is of current registrations. DEP's list of Currently Registered Used Oil Handlers (Transporters) gives general information on handlers registered through June 30 of each year. DEP says the list does not account for an insurance expiration date being past due, which is updated only on re-registration by June 30 of each year. For a handler that operated in an earlier year, ask DEP for its past registrations.
  • There is an annual report form. DEP posts an Annual Report by Used Oil and Used Oil Filter Handlers, Form 62-710.901(3), and a record keeping form for used oil and used oil filters. Ask whether a handler's annual reports are in its file.
  • Processing facilities are permitted. DEP posts a Used Oil Processing Facility Permit Application form and a closing cost estimate form for those facilities under Chapter 62-710. For a processor, ask for the permit and the closing cost estimate.
  • Collection centers take oil from the public. Public Used Oil Collection Centers (PUOCC) accept used oil from the public; DEP says its voluntary program lets Floridians dispose of up to 5 gallons of used oil free of charge. DEP posts annual registration and renewal information for the centers and a notification and annual report form.
  • Spills have their own guide. DEP links a Guide for Spill Control and Emergency Response Procedures for Releases of Used Oil, revised February 11, 2015. Where spills are reported is on the Spills and Public Notices of Pollution page.

Getting the file

The pages read do not give a records route for the program's own files. DEP's OCULUS system stores documents under a DEP program and facility, so have the facility or site name or the facility identification number. The paper records route and the fees are on the Public records and OCULUS page.
