How much does a Phase I ESA cost?

For a typical single-parcel commercial property, most Phase I ESAs fall in the $2,000 to $5,000 range, with straightforward sites at the low end and complex ones above it. Rush delivery adds a premium.

What moves the price:

  • Property complexity. A vacant suburban parcel versus an operating industrial plant with decades of process history.
  • Site history. Long industrial or commercial histories mean more records to run down. A regulatory file review, when warranted, adds agency copy time and hours.
  • Size and structures. Acreage and building count extend reconnaissance.
  • Location. Travel, and how accessible the state's records are.
  • User add-ons. Asbestos, lead-based paint, radon, mold, and similar non-scope services are priced separately.

The cost perspective that matters: a Phase I is priced against the risk it screens. Remediation of a single leaking tank averages over $100,000, and CERCLA liability attaches to owners regardless of fault. The report is one of the few line items in diligence that can single-handedly reprice or restructure a deal. The professional judgment behind the report, not the fee difference, is what determines its value.
