Texas dry cleaner registrations
Texas requires every dry cleaning facility and drop station to register with the Texas Commission on Environmental Quality (TCEQ) and to renew the registration each year. TCEQ publishes both the operating registrations and the historical ones.
In a Phase I ESA
ASTM E1527-21 does not name dry cleaner lists among its standard record sources, so no search distance attaches to this list under the standard. The registration list is still the quickest check for a current or recent dry cleaner at or near a property.
- Use the historical search, not only the operating one. TCEQ keeps two searches. The operating search finds dry cleaners with a current registration. The historical search finds any dry cleaner that has registered with TCEQ.
- A drop station is not a plant. The registration covers both dry cleaning facilities and drop stations. Read which one the record describes before drawing a conclusion about solvent use at the address.
- Registration came with the 2003 law. Registration was set up by the dry cleaner law that took effect on September 1, 2003. A cleaner that closed before the law may not be on the list. Older cleaners are found through historical sources such as city directories.
- Registration is not cleanup. Sites that applied for a state-led cleanup are on a separate record, the Dry Cleaner Remediation Program lists.
The registration rule is 30 Texas Administrative Code section 337.10. Renewals are due by August 1 each year.
Where to look a site up

- a statewide dry cleaner owners list, which TCEQ says is refreshed quarterly and gives the name, business location and contact information.

Getting the file
TCEQ offers three routes to its records: TCEQ Records Online for records already scanned, an email to the Central File Room (cfrreq@tceq.texas.gov) to view or copy paper and microform records, and a Public Information Request for records that are not available through the file room or that contain confidential information.
