Superfund Program and Federal Facilities
The CERCLA Branch within the Utah Department of Environmental Quality's (DEQ's) Division of Environmental Response and Remediation (DERR) runs DEQ's side of the federal Superfund program in Utah. DEQ says Superfund is not delegated to the State: DEQ works with EPA, federal facilities and others so that sites are cleaned up to protective standards that also meet state requirements. The Branch also runs the Site Assessment program, which DERR calls the first phase of federal Superfund: preliminary assessments and field investigations of possibly contaminated sites, to decide whether they belong on the National Priorities List (NPL).
In a Phase I ESA
The sites on DEQ's Superfund pages are federal Superfund and federal facility sites. The federal list is described on the NPL page. ASTM E1527-21 also lists a state equivalent of the federal Superfund lists among its standard sources; the pages read name no separate Utah list of that kind.
Four Utah details shape the search.
- DEQ's count. DEQ's Superfund page, last modified April 15, 2026, says EPA has designated twenty-six major sites as Utah Cleanup Sites under Superfund, and that most of them are, or once were, proposed for or final on the NPL.
- A federal facility need not be on the NPL. DERR says the federal facility sites it manages go through the CERCLA process without necessarily being listed on the NPL. Its work there includes Formerly Used Defense Sites and active Department of Defense installations, among others.
- Each site has a state project manager. DEQ's Active Sites page gives each site's location, a state project manager and a status (Final NPL or Non-NPL), and most entries link a page on EPA's site. DEQ's Superfund page points to its site list pages, or to the state project manager, for more on any site. Separate DEQ pages cover deleted, proposed, federal facility and Defense Environmental Restoration Program sites.
- Covenants. DEQ's Superfund page links a page it labels Sites with an Environmental Covenant, which this handbook did not open. See Environmental Covenants.
Where to look a site up
- DEQ's Active Superfund Sites, Deleted Superfund Sites, Proposed Superfund Sites, Federal Facility Sites and Defense Environmental Restoration Program Sites pages. This handbook opened only the first.
- DEQ's Superfund page links Sites with an Environmental Covenant.
- DERR's Site Assessment page links EPA's Search CERCLA Sites.
- DEQ's Interactive Map. DERR's map terminology page lists NPL Sites and Superfund Sites among the map's terms.
- DERR gives its main line, (801) 536-4100, for questions about programs such as Superfund.
Getting the file
DERR takes records requests on DEQ's GRAMA request form at errgrama@utah.gov or (801) 536-4157, and files are viewed by appointment. The routes are on the GRAMA requests page.
