Texas groundwater contamination cases

Each year the Texas Groundwater Protection Committee publishes the Joint Groundwater Monitoring and Contamination Report, which the Texas Legislature requires. The report describes each case of groundwater contamination, and the cleanup activity tied to it, that was documented during the previous calendar year, and gives the status of enforcement action for each case. The Texas Commission on Environmental Quality (TCEQ) publishes it as SFR-056 and hosts a map viewer of the cases.

In a Phase I ESA

ASTM E1527-21 does not name this report among its standard record sources. It is useful for a different reason: it is one list that crosses agencies and programs.

  • It gathers cases from every member agency. The report covers groundwater monitoring conducted or required by each member agency or organization of the committee, not TCEQ alone. A case run by another agency appears beside TCEQ's cases.
  • Each case points to a file. The case tables and the viewer give the agency, the division and the file number for a case. TCEQ's instruction is to identify those three first, then go to that agency for the records. A list of division acronyms is published with the report.
  • It is a yearly snapshot. A report lists cases documented during one calendar year. The viewer holds the current year and some previous years. A case missing from the current year may be in an earlier report.
  • Locations are approximate. TCEQ says the viewer is for informational purposes, is not an on-the-ground survey, and shows only approximate relative locations. Do not measure a distance to a property line from it.

For a TCEQ case, use TCEQ's records routes: TCEQ Records Online for records already scanned, an email to the Central File Room (cfrreq@tceq.texas.gov), or a Public Information Request. For a case under another agency, TCEQ says the contact information is in Appendix F of the report.
