Brownfields Program

Agency Utah Department of Environmental Quality
ASTM search distance 0.5 mile

Utah's Brownfields Program is run, alongside the Voluntary Cleanup Program, by the CERCLA Branch within the Utah Department of Environmental Quality's (DEQ's) Division of Environmental Response and Remediation (DERR). DERR describes brownfields as property where contamination, known or only possible, can complicate expansion, redevelopment or reuse. It names three laws behind its brownfields work, the Small Business Liability Relief Brownfields Revitalization Act, the Voluntary Release Cleanup Act and the Hazardous Substances Mitigation Act, and says they let DERR oversee assessment and cleanup and help communities plan redevelopment.

In a Phase I ESA

This handbook reads DERR's brownfields records as the Utah form of the state brownfields records that ASTM E1527-21 lists as a standard source. The program page links no list of sites beyond DERR's Petroleum Brownfields page, which lists petroleum brownfield projects by year. DERR's terminology page for DEQ's interactive map explains a Brownfields Projects term for the map; the pairing is the handbook's reading, and this handbook did not open the map. The general reading of a brownfields listing is on the Brownfields page.

Two Utah details shape the search.

  • The program works through other tools. DERR's CERCLA Branch says its voluntary cleanup and brownfields programs draw on EPA brownfields grants as well as the Voluntary Cleanup Program and Enforceable Written Assurances. For a brownfield cleanup under state oversight, check those programs' records too; see the Voluntary Cleanup Program (VCP) and Enforceable Written Assurances (EWA) pages.
  • Petroleum brownfields are a program of their own. DERR's Petroleum Brownfields Program covers brownfields where the contaminant is petroleum, for instance from underground or aboveground tanks. DERR says DEQ has received EPA petroleum brownfields grants in the past to find and assess petroleum contamination at such sites. Its page lists the projects by year, from 1999 to 2013, most with a linked document.

Where to look a site up

  • DEQ's Interactive Map. DERR's map terminology page lists Brownfields Projects among the map's terms.
  • DERR's Petroleum Brownfields Program page, with its projects by year.
  • DERR's VCP/Brownfields Program Coordinator is at (801) 536-4100.

Getting the file

DERR takes records requests on DEQ's GRAMA request form at errgrama@utah.gov or (801) 536-4157, and files are viewed by appointment. The routes are on the GRAMA requests page.
