Underground Storage Tank (UST) Remediation
Louisiana's leaking tank cleanups are overseen by the Underground Storage Tank (UST) Remediation staff of the Louisiana Department of Environmental Quality (LDEQ). The Division says its geologists and scientists manage and oversee clean up efforts at locations that have or have had leaking UST systems. It uses the Risk Evaluation/Corrective Action Program (RECAP) to set the standards for cleaning up contaminated soils and groundwater to the footprint of the area at the time of the release.
In a Phase I ESA
UST remediation cases are the Louisiana form of the state leaking storage tank records that ASTM E1527-21 lists as a standard source. The general reading of a leaking tank listing is on the LUST page. What is particular to Louisiana is how the cleanup is paid for, how it closes, and who to ask.
- A fund may have paid for the cleanup. When a release occurs at an eligible facility, LDEQ says the Louisiana Motor Fuel Trust Fund can be used to fund the cleanup. The Fund requires an approved Response Action Contractor for reimbursement and cleanup management. Its own records are described on the Motor Fuel Trust Fund page.
- A RECAP form goes with Fund sites. LDEQ says its RECAP Input Parameter Form is required for all eligible Motor Fuels Underground Storage Tank Trust Fund sites.
- A closure can leave a notice behind. LDEQ lists two Conveyance Notice forms under its remediation forms, to complete when a conveyance notice is required to close a remediation site. See Conveyance Notices and Use Restrictions.
- A release must be reported within 24 hours. All owners, operators, employees, agents or contractors with knowledge of a suspected release must notify LDEQ within 24 hours after becoming aware of it, or immediately for an emergency condition. LDEQ points to its Single Point of Contact procedures and online incident reporting. See Single Point of Contact (SPOC).
Where to look a site up
- LDEQ's List of Leaking Underground Storage Tank Sites is linked from the UST Remediation page under that label. The page does not say what the list holds, how often it is updated or whether it is complete.
- The same page links a map, Make A Map. The page does not say what the map shows.
- The page gives UST staff contacts under seven region headings: Acadiana, Capital, Kisatchie, Northeast, Northwest, Southeast and Southwest. Each heading lists parishes and the UST staff for the region. Find the parish of the site first.
Getting the file
LDEQ asks that correspondence on a UST remediation carry the purpose of the document, the Agency Interest (AI) number, the physical address and the parish. Have the same details when you ask for a file. LDEQ's Electronic Document Management System and public records request route are described on the Public Records Requests page.
