Florida environmental records for a Phase I ESA
This section is written from the pages of one state agency, the Florida Department of Environmental Protection (DEP). Its Division of Waste Management runs the regulatory programs for waste facilities and pollutant storage systems, and oversees and contracts for the cleanup of sites contaminated with petroleum products, dry cleaning solvents or other hazardous wastes. The division has four program areas: Permitting and Compliance Assistance, District Support, Waste Cleanup, and Petroleum Restoration. These are not on ASTM's standard list, but each answers a question a Florida Phase I runs into.

DEP also sends notice letters. It says it is expanding its public notification process to advise property owners if pollution has been found on their property or in their neighborhood, and it keeps a toll-free line for site cleanup questions at 1-866-282-0787. Ask an owner whether a letter of this kind was received.
One agency, six district offices
DEP has six district offices. It says they review permit applications, inspect permitted facilities, respond to reports of environmental damage, and carry out compliance assistance and enforcement. District office boundaries changed on September 1, 2025, so confirm which district serves a county before asking for a file.
The division's programs lean on the districts. Permitting, compliance and enforcement for solid waste facilities are managed by the district offices. Sites are referred to the Site Investigation Section by the district offices, and a state-lead cleanup starts when a district office asks for a site to be adopted. Ask the district office as well as the program in Tallahassee.
Other agencies appear at the edges. DEP says the Florida Department of Health has primary authority over facilities that generate, transport, store or treat biomedical waste through processes other than incineration. DEP's storage tank pages also refer to contracted county and local programs, so ask whether a county program inspected a tank facility.
Searches that cross DEP's programs
- Contamination Locator Map (CLM). DEP describes it as a way to locate sites that are currently under DEP's cleanup oversight.
- DEP Information Portal. It searches by facility, site name or street address to find associated records, and can search by document type.
- Waste Management Database Reports. One page gathers the division's report links for hazardous waste, solid waste, storage tanks, petroleum cleanup, brownfields and drycleaning. Questions go to Waste.Operations@FloridaDEP.gov.
- The DWM Contamination Report, linked from that page and posted as a workbook. Its page defines four site statuses.

Getting a file from DEP
A listing says a record exists. The reports and letters are in the file. DEP says records and information may be readily available at no cost through its online resources. The first one it lists is OCULUS, its web-based electronic document management system. Documents in OCULUS are filed under a specific DEP program and facility, so you need the facility or site name or the facility identification number used there.
For a paper records search, DEP says to contact the district office's Public Records Coordinator or the Office of Ombudsman and Public Services, at Public.services@FloridaDEP.gov or 850-245-2118. DEP may charge for extensive use of staff time, which it defines as more than 30 minutes, and for paper copies, discs and postage. The detail is on the Public records and OCULUS page.
