Hazardous Waste Site Cleanup Fund
The Hazardous Waste Site Program and the Hazardous Waste Site Cleanup Fund (HWSCF) are run by the Remediation Division of the Louisiana Department of Environmental Quality (LDEQ). LDEQ says they provide the resources to address and remediate sites that have no viable responsible parties. LDEQ also lists the federal Superfund Program among the programs the Division incorporates.
In a Phase I ESA
ASTM E1527-21 lists a state Superfund equivalent among its standard record sources, and the general reading of such a listing is on the state Superfund equivalent page. The LDEQ pages read name a Hazardous Waste Site Cleanup Fund Prioritization List but link no copy of it, and they do not call the Fund a state Superfund. This handbook therefore does not pair the program with that record type. Four details from the pages are worth knowing.
- The sites are ranked. LDEQ says sites that qualify are ranked based on the environmental hazards they present, considering the types of contamination, the site's locale, the populations nearby, and the surface or groundwater resources in the vicinity. Sites are then addressed based on those rankings.
- Some sites are only suspected. LDEQ uses the Fund to complete assessments of sites on the Hazardous Waste Site Cleanup Fund Prioritization List and of Potential Sites. It defines a Potential Site as one where a discharge or disposal of a hazardous substance is suspected but not yet confirmed by LDEQ.
- The Fund also does interim work. LDEQ says a limited Removal/Remedial Contract lets the Division perform interim corrective actions at priority sites.
- The federal list is a separate record. The Remediation page describes the Superfund program and links EPA's Superfund page and a document titled Superfund Sites in Louisiana. The document is a PDF and was not opened for this handbook.
What LDEQ posts
LDEQ's Remediation Division posts, because the law or other mechanisms require it, an archive of Annual Inactive and Abandoned Sites legislative reports. The page lists reports by year, from 1989 through 2023-2024, with some years combined or not listed. It calls them archived documents. Each year links to a document in LDEQ's Electronic Document Management System, and the page says the reports can also be accessed there by entering the Agency Interest number 176155. The pages read do not describe what a report lists.
Where to look a site up
The pages read link no site list for the Fund. The Remediation page links a map, Make a Map, and does not say what it shows. Ask the Remediation Division whether a site has been assessed, ranked or listed as a Potential Site.
