Hazardous Waste
The Department of Energy and Environmental Protection (DEEP) regulates hazardous waste handlers in Connecticut. DEEP's Hazardous Waste Home page, last modified February 27, 2025, uses the term hazardous waste to mean discarded chemicals and other wastes generated from commercial, industrial and institutional activities, and says wastes generated by residents in their homes are not subject to the same rules.
In a Phase I ESA
ASTM E1527-21 lists state hazardous waste facility records among its standard sources. This handbook does not pair a single Connecticut list with that type. The pages read describe DEEP's hazardous waste program but do not publish one list of facilities. The federal generator and treatment, storage and disposal records are described on the RCRA Generators page and the RCRA TSD page. Four parts of DEEP's program leave records.
- Generators fall into three categories. DEEP's page names conditionally exempt small quantity generators, small quantity generators and large quantity generators, and links an information page for each. It says the pages for the first two link DEEP's handbook for that category, and that the page for large quantity generators links fact sheets and other documents. DEEP's manifest page says it typically did not retain manifests for conditionally exempt small quantity generators.
- Permits cover other handlers. DEEP's page lists permitting requirements for transporters, for treatment, storage and disposal facilities, and for facilities under section 22a-454 of the Connecticut General Statutes that treat, store or dispose of non-RCRA-hazardous waste, which it also calls Connecticut-Regulated Waste.
- Cleanup is handled in other programs. DEEP's page, which is older than the Property Transfer Program's sunset on March 1, 2026, points to closure guidance for generators and for treatment, storage and disposal facilities, and to the Property Transfer Program and the Superfund programs for hazardous waste site cleanup. Where to look a site up
- DEEP's Records Center page, content last updated July 2024, lists a Hazardous Waste Notifiers List and a Hazardous Waste Sites list among the documents in its file review area, and a List of Commercial Hazardous Waste and Connecticut Regulated Facilities under its contacts. The pages read do not say what those lists contain.
- DEEP's list of Contaminated or Potentially Contaminated Sites says RCRA Corrective Action sites are among its sources.
- For hazardous waste questions DEEP gives its toll-free COMPASS hotline, 1-888-424-4193, Monday through Friday, 8:30 a.m. to 4:30 p.m. except state holidays, and DEEP.RCRAHelp@ct.gov.
Getting the file
DEEP's Records Center page lists RCRA facility permits dated from 1985, notices of violation, orders and complaints dated from 1979, correspondence dated from 1980 and groundwater monitoring dated from 1981 among the files of its Bureau of Materials Management and Compliance Assurance. DEEP's Remediation Division Documents page, last modified March 18, 2026, says files for other programs, such as RCRA hazardous waste management and solid waste management, were not yet scanned and remain in the Records Center.
