The Louisiana Department of Environmental Quality (LDEQ) keeps the records this handbook's Louisiana pages are written from. Other Louisiana records worth reading

These are not on ASTM's standard list, but each answers a question a Louisiana Phase I runs into.

One agency, but not every tank or well

LDEQ's Underground Storage Tank Division says it does not regulate aboveground storage tanks. Its registration page says the Louisiana State Fire Marshal's Office regulates them, and that LDEQ's water quality regulations (LAC 33:IX, Chapter 9) apply spill prevention control to aboveground tanks over 660 gallons. A tank search that stops at the UST Division's registrations does not reach aboveground tanks.

Oil and gas is the other gap. LDEQ's registration page leaves out of its tank definition liquid traps and gathering lines directly related to oil or gas production and gathering operations. Its hazardous waste permitting page says a company seeking a no-alternatives determination to inject hazardous waste underground must hold a Class 1 hazardous waste well order issued by the Louisiana Department of Conservation and Energy. The LDEQ pages read describe no oil and gas well records.

For water wells, LDEQ's Remediation page lists two registered water well databases, one by parish and one by longitude and latitude, under an archive heading of additional resources. The page labels them "DNR Registered Water Well Database".

One search that crosses LDEQ's programs

LDEQ says its Electronic Document Management System (EDMS) "contains all official records that have been created or received by LDEQ". The EDMS quick search is the search the department's home page links. LDEQ says documents pertaining to radiation are searchable but not viewable there. The Remediation Division asks that its correspondence carry an Agency Interest (AI) number, and its page for annual legislative reports tells readers to use an Agency Interest number in EDMS. If a site has one, have it before you search.

Getting a file from LDEQ

A listing says a record exists. The reports and letters are in the file. LDEQ's routes are on its Information and Records page:

  • The EDMS, which LDEQ says holds all its official records.
  • An online public records request form, for records not in EDMS.
  • A visit to the Public Records Center at LDEQ headquarters (appointments preferred) or to a regional office (appointments required), from 8 a.m. to 4:30 p.m., Monday through Friday. Appointments are arranged through publicrecords@la.gov.
