Brownfields Program

The Louisiana Department of Environmental Quality (LDEQ) runs its Brownfields Program under the Office of Environmental Assessment, Remediation Division. LDEQ says the program partners federal, state and local resources to facilitate the reuse of brownfield sites, and helps local governments and communities through the process from investigation to cleanup and redevelopment. LDEQ says it partners closely with the U.S. Environmental Protection Agency's (EPA) Brownfield and Land Revitalization Program and with local brownfield programs.

In a Phase I ESA

ASTM E1527-21 lists state brownfields sites as a standard source, and the general reading of a brownfields listing is on the Brownfields page. The LDEQ pages read describe assistance, assessments and loans, not a list of brownfield sites, so this handbook does not pair the program with that record type. The Louisiana details are about what may already be in a file.

  • An assessment may already exist. LDEQ's Targeted Brownfield Assessment (TBA) Program supports community-based projects sponsored by a local governmental entity or nonprofit that need assessment or cleanup. LDEQ says the work is paid for by its Brownfield Program, which hires environmental contractors to do the assessments or may work directly with the sponsor. The applicant secures access to the site and provides property history and any relevant environmental reports. Ask whether a local governmental entity or nonprofit sponsored one for the property.
  • Local programs exist alongside LDEQ's. The page names eleven local brownfield programs and partners, among them planning commissions, city programs and a port.
  • A cleanup loan fund was to be reinstated. LDEQ says EPA awarded it a Brownfield Cleanup Revolving Loan Fund grant in May 2020, and that the grant will allow it to reinstate its loan fund program, to provide low interest loans for cleanup of brownfield sites. LDEQ's page on the loan fund was not read for this handbook.
  • Liability protection comes from the voluntary program. LDEQ says its Voluntary Remediation Program supports brownfield redevelopment by giving a mechanism to receive a release of liability for past contamination, which flows to future owners, successors and assigns. LDEQ says the VRP itself is a regulatory program and not a funding mechanism. Entities that are not responsible for the contamination may be able to use institutional and engineering controls as part of the cleanup.

The page says Louisiana has received over $25 million in EPA Brownfield funding, leveraged to address environmental concerns at over 400 sites statewide. The page gives no date for those figures and does not list those sites.

Where to look a site up

The pages read link no search of brownfield sites. LDEQ points to EPA's Cleanups in My Community site for information on Louisiana sites that have benefited from EPA Brownfield funding. For the program itself, LDEQ gives the mailbox Brownfields@LA.gov.
