Land Restoration Program resources and statistics
The Land Restoration Program (LRP) of the Maryland Department of the Environment (MDE) provides informational fact sheets for each project site that the program oversees. MDE says a fact sheet will typically include the location, operational history, environmental actions and current status. The fact sheets are listed by county on one MDE page, together with program reports, general fact sheets and a glossary.
In a Phase I ESA
ASTM E1527-21 does not name this page among its standard record sources. It is where MDE links its per-site summaries for LRP projects. Nearly all are linked as PDF files, and this handbook did not read any of them. The page gives no date for the county lists.
What the page links
- Reports. A Voluntary Cleanup Program applicants list, a land use control (LUC) report, and reports of active and of archived Brownfield Master Inventory (BMI) sites.
- Policy fact sheets. Among them a Residential Redevelopment and Land Use Controls Policy fact sheet (updated April 2022), a Lead Soil Screening update (effective July 1, 2020), and the Uniform Environmental Covenants Act page.
- Programmatic fact sheets. Among them the Technical Review Service, land use control compliance, and an overview of the Voluntary Cleanup Program process.
- Procedural and technical fact sheets. Among them clean imported fill, vapor intrusion guides, "Updated Cleanup Standards for Soil and Groundwater" (Update No. 3, October 2018) with an amendment, and defining the zone of saturation in soil media (April 2022).
The glossary
MDE's fact sheet lists mark some entries with a code. The glossary on the page defines the ten terms below, which this handbook paraphrases. Some marks on the lists, such as "NML", "SAS" and "CHS", are not among the glossary's terms, and the page does not define them.

| FUDS | Sites once used by the military that may have suffered contamination from its activities and are no longer under the Secretary of Defense's jurisdiction, custody or control |
| Non-Master List | Sites under investigation, or previously investigated, that are not on the State Master List |

Not every fact sheet entry carries a code, and the page does not say what an entry with no code means. Read the code against the glossary and do not infer a meaning from the abbreviation.
