Florida Federal Programs Section
The Federal Programs Section of the Florida Department of Environmental Protection (DEP) oversees cleanup at Department of Defense and other federal facilities in Florida. DEP says the section works with the U.S. Environmental Protection Agency, the Air Force, the Navy, the Army Corps of Engineers, the Defense Logistics Agency and the National Aeronautics and Space Administration to oversee environmental restoration under state and federal law.
In a Phase I ESA
ASTM E1527-21 does not name a state's federal facility oversight records among its standard record sources. For a property that is, was, or adjoins a military or other federal installation, this section's file is the state's side of the cleanup record.
- The site types are named. DEP lists hazardous waste sites, petroleum sites, the Installation Restoration Program, the Military Munitions Response Program, Base Closure and Realignment sites, and Formerly Used Defense Sites.
- Closed bases have a transfer review. DEP says the section oversees the base closure and realignment process that closing military bases must carry out with the state and EPA to determine that transferring property is suitable, for human health and the environment, for its designated reuse. For former base property, ask for the documents from that review.
- Formerly used defense sites have a map. DEP says it works with the Army Corps of Engineers on these sites under a framework for cleaning up past Department of Defense disposals, discharges or releases of hazardous substances, petroleum products and unexploded ordnance. Check DEP's map when a property has a military past.
- Munitions are their own inventory. The section's page links the Military Munitions Response Program's Munitions Response Site Inventory.
- PFOA and PFOS. The section's page links a page titled PFOA and PFOS Investigations at Federal Facilities.
- State petroleum funding has a federal exclusion. Properties owned by the federal government when a discharge occurred are not eligible for the Petroleum Cleanup Participation Program. See Petroleum cleanup eligibility programs.

Getting the file
DEP's OCULUS document system gives access to public records associated with permitted facilities and activities. Documents are filed under a DEP program and facility, so have the facility or site name or the facility identification number. For a paper records search, DEP says to contact the district office's Public Records Coordinator or the Office of Ombudsman and Public Services (Public.services@FloridaDEP.gov, 850-245-2118).
