A Phase I records review in Missouri draws mainly on one state agency, the Missouri Department of Natural Resources. Its waste-related pages name three programs in its Division of Environmental Quality as contacts: the Environmental Remediation Program, the Waste Management Program and, on the emergency response pages, the Environmental Services Program. These are not on ASTM's standard list, but each answers a question a Missouri Phase I runs into.

One agency, with tanks split in two

For tanks, the department's pages divide the work. The department regulates underground storage tanks and oversees cleanup of petroleum releases from leaking underground and aboveground tanks. It says it does not regulate the operation of aboveground tanks, and it points to the Missouri Department of Agriculture for that. The department's pages also link the Petroleum Storage Tank Insurance Fund (PSTIF), which they describe as funding for cleanup costs for properties contaminated by leaking petroleum storage tanks, and as a partner in a joint contract tank inspection program. This handbook does not read PSTIF's own pages.

A starting point from the department

The department's Sunshine Law page has a section headed "Phase 1 Request". It describes a Phase I ESA and lists tools on the department's website that can help with one: E-Start, a Missouri PFAS Viewer, Consumer Confidence Reports and the Data and e-Services page. Start there when you have an address.

Getting a file from the department

A listing says a record exists. The reports and letters are in the file. The department takes records requests under the Missouri Sunshine Law, either online through its Public Records Center or by mail to the Custodian of Record at P.O. Box 176, Jefferson City, MO 65102. The Custodian of Records line is 573-751-9857, and the mailbox is custodianofrecord@dnr.mo.gov. The department asks for identifying information such as facility name, company address or permit number, and a description of the specific information wanted. It may invoice for staff time and copies, and it says it may ask a requester to review paper records in house. E-Start's site summaries also link to documents the department has in electronic form.
