Texas Municipal Solid Waste (MSW) facilities

The Texas Commission on Environmental Quality (TCEQ) authorizes municipal solid waste landfills and processing facilities, and publishes its records of them as three data files that it refreshes every Friday morning.

In a Phase I ESA

TCEQ's municipal solid waste records are the Texas form of the state landfill and solid waste disposal site records that ASTM E1527-21 lists as a standard source. The general reading of a landfill listing is on the landfills and solid waste page.

What the record shows

A facility is in one of three files, and a site missing from the first may be in the second or third.

File What TCEQ says it lists
Facilities Issued or acknowledged permits and other authorizations, and pending applications, for MSW landfills and processing facilities that are active, inactive, or not yet constructed
Closed facilities Issued or acknowledged permits and other authorizations for MSW landfills and processing facilities that have closed
Revoked or not issued Revoked permits and other authorizations, and applications that were withdrawn, returned, or denied

Each file gives the facility name and type; the permit, registration, or notification number; the authorization status; the facility's physical status; and location information. Authorization status and physical status are separate fields, so read both. TCEQ defines the fields in its publication GI-613, linked from the data page. An entry in the third file can be an application that was withdrawn, returned or denied.

These files cover facilities that had a permit or other authorization. Old landfills that operated before permits were required are a separate record, the Closed Landfill Inventory.

Where to look a site up

Getting the file

TCEQ offers three routes to its records: TCEQ Records Online for records already scanned, an email to the Central File Room (cfrreq@tceq.texas.gov) to view or copy paper and microform records, and a Public Information Request for records that are not available through the file room or that contain confidential information.
