Missouri RCRA (MoRCRA) Data System
The Missouri RCRA (MoRCRA) Data System is the Missouri Department of Natural Resources' database of EPA Identification Numbers issued for Missouri locations. The department says an EPA ID number is a unique 12-character code that it assigns to businesses that generate, transport, treat, store or dispose of regulated hazardous waste.
In a Phase I ESA
ASTM E1527-21 asks for state hazardous waste facility records, and no single Missouri list is paired with that record type here. MoRCRA is the department's registration and reporting database for the sites that handle hazardous waste. Read its dates before relying on it.
- What it covers. The department says the database includes hazardous waste generators, transporters, treatment, storage and disposal facilities, used oil handlers, and sites in any other activity that requires an EPA ID.
- What it leaves out. The department says MoRCRA does not contain every site that generates hazardous waste, because generators with Very Small Quantity Generator status are not required to obtain an EPA ID.
- Registrations start in March 2026. The department says MoRCRA holds site registration information as of March 11, 2026, when the system launched, plus any notifications processed after that date. Historic registration information is not accessible through MoRCRA. For registration forms from before March 11, 2026, the department says to submit a Sunshine Law request that includes the site's EPA ID.
- Waste reports. MoRCRA also holds the waste reporting required of hazardous waste generators and TSD facilities: Generator's Hazardous Waste Summary Reports and Facility Summary Reports. For reporting years beginning July 1, 2025, the department says the information shown is taken from EPA's e-Manifest system. The department also says MoRCRA has eliminated the state reporting requirements for most generators.
A facility registered before March 11, 2026 may therefore have its older registration history only in the department's files, not in MoRCRA.
