Solid Waste Section
The Solid Waste Section of the Division of Waste Management (DWM), North Carolina Department of Environmental Quality (DEQ), regulates the handling of non-hazardous solid waste. Its tools are guidance, technical help, rules, permits, environmental monitoring, compliance checks and enforcement. The facilities it covers handle municipal solid waste and industrial waste, as well as compost, septage, medical waste, scrap tires, land-clearing waste, and building and demolition debris. It works under the General Statutes, Chapter 130A, Article 9, and the rules in 15A NCAC 13B. Hazardous waste belongs to the separate Hazardous Waste Section.
In a Phase I ESA
The section's list of permitted facilities is the North Carolina form of the state landfill and solid waste disposal site records that ASTM E1527-21 lists as a standard source. The general reading of a landfill listing is on the landfills and solid waste page.
Three North Carolina details shape the search.
- The list is a spreadsheet. DEQ's Solid Waste Facility Lists page posts Solid Waste Permitted Facilities as an Excel file kept in DWM's Laserfiche system, with a published date of July 20, 2026, beside a list of septage firms with the same date. DEQ says to use Laserfiche's download button to get the file. This handbook did not open it.
- Old dumps are on another list. Landfills and dumps that stopped taking municipal waste before 1983 are inventoried by the Superfund Section's Pre-Regulatory Landfill Program. Search both.
- What a facility file can hold. DEQ's page for existing permitted facilities says it covers their annual reporting, environmental monitoring and inspections, and it links facility documents in Laserfiche. For a permitted facility on or next to the property, ask whether its file holds recent monitoring results and inspection reports. DWM's enforcement page also links a section it labels Solid Waste Compliance Orders Issued, which this handbook did not open.
Where to look a site up
- DEQ's Solid Waste Facility Lists page.
- DWM's Site Locator Tool shows landfills with the division's other sites.
- Facility documents are in DWM's Laserfiche WebLink.
- The section links a page of staff contacts and maps of staff assignments, which this handbook did not open. DWM takes general inquiries at 919-707-8200.
Getting the file
DWM's file room page says the Solid Waste Section File Room takes requests for a facility's file by letter, phone or email, at Mail Service Center 1646, Raleigh, NC 27699-1646, and shows files only by appointment. DEQ's online request form is the department's general route; see Requesting Public Records.
