Florida drycleaning facility registration
Drycleaning and wholesale supply facilities in Florida register with the Florida Department of Environmental Protection (DEP). DEP says section 376.303, F.S., requires joint registration by the operator, the owner and the real property owner. The registration data are kept in the Storage Tank and Contamination Monitoring (STCM) database, which DEP calls the registration repository of dry cleaner facility data.

ASTM E1527-21 does not name dry cleaner lists among its standard record sources. The registration reports are still a quick check for a registered dry cleaner at or near a property.
- The owners report is of current owners. DEP's Drycleaning Facilities All Current Owners report identifies the drycleaning facilities registered with it. It gives the facility identification number, the site location, the related party (owner) and the facility type and status. Read the type and status before drawing a conclusion about solvent use at the address.
- Certificates are issued by year. A certificate of registration follows payment of the annual registration fee and expires at the end of each calendar year. DEP's certificates report searches for facilities issued a certificate within a calendar year and gives the county, facility identification number, name, address and issue date. The page read does not say which years the report covers.
- Solvent sales are tied to the certificate. DEP says the 2008 Legislature amended Chapter 376 so that, effective March 1, 2009, a person may not sell or transfer drycleaning solvents to the owner or operator of a drycleaning facility unless the certificate of registration is displayed.
- Three parties register. Registration is joint among the operator, the owner and the real property owner. Ask whether the registration on file names the real property owner.
- Registration is not cleanup. State-funded cleanups are a separate record, the Drycleaning Solvent Cleanup Program.
The pages read do not give the year registration began. Older cleaners are a question for historical sources such as city directories. DEP's frequently asked questions say a new facility should submit its registration form 45 days before opening and that the initial registration fee is $100.

Getting the file
DEP's OCULUS document system gives access to public records associated with permitted facilities and activities. Documents are filed under a DEP program and facility, so have the facility or site name or the facility identification number. For a paper records search, DEP says to contact the district office's Public Records Coordinator or the Office of Ombudsman and Public Services (Public.services@FloridaDEP.gov, 850-245-2118).
