RCRA TSD (non-CORRACTS)

Facilities permitted, or operating under interim status, to treat, store, or dispose of hazardous waste under RCRA, and not currently in corrective action. Disposal facilities such as hazardous waste landfills, surface impoundments, and land treatment units sit at the top of the concern hierarchy. Storage and treatment operations vary widely.

In a Phase I ESA

ASTM E1527-21 requires a 0.5 mile search. Along with the NPL, this is one of the two mileage-based distances the environmental professional may not reduce. The search covers facilities that have closed as well as those still operating (Table 2, Note A).

A TSD listing describes an authorization to handle hazardous waste, not a release. The follow-up questions are what the facility actually did, for how long, with what waste streams, and whether inspections or the state file show violations or releases. A former interim-status TSD that never obtained a full permit is a common historical-use flag.
