Motor Fuel Trust Fund

The Motor Fuel Trust Fund (MFTF) is a state treasury trust fund managed by the Louisiana Department of Environmental Quality's (LDEQ) Financial Services Division, Trust Fund Management Section. LDEQ says it is designed to reimburse costs incurred during the rehabilitation and remediation of affected soils, groundwater and surface waters at motor fuel contaminated underground storage tank sites, provided the costs are necessary and appropriate.

In a Phase I ESA

ASTM E1527-21 does not name this record among its standard record sources. It matters because it explains who paid for a tank cleanup and how the cleanup was run. Three Louisiana details shape how to read it.

  • The Fund pays for a return to the earlier use. LDEQ says the Fund reimburses only the costs that return the site to the use and occupancy in effect at the time the release occurred. It says the statute requires costs to be approved before they are incurred (R.S. 30:2195.4.A.1).
  • Eligibility is decided release by release. LDEQ publishes an Eligibility Determination Application, dated July 2017, which it says is used to determine eligibility into the Fund for a confirmed release. A tank cleanup file may therefore hold an eligibility decision as well as cleanup reports.
  • A Fund site is outside the voluntary program. LDEQ's Voluntary Remediation Program leaves out trust-fund-eligible underground storage tank sites. See the Voluntary Remediation Program page.

The cleanup itself runs through LDEQ's UST Remediation staff. LDEQ says the Fund requires the use of an approved Response Action Contractor, and the contractors seeking reimbursement complete the Fund's reimbursement applications.

What the pages list

  • A Response Action Contractor (RAC) List, revised August 6, 2026, of contractors approved to perform investigation and corrective action for reimbursement by the Fund.
  • Trust Fund reimbursement applications, current and archived, completed by approved Response Action Contractors.
  • A Louisiana Motor Fuel Delivery Certificate list, updated March 6, 2026, of active bulk facility operators who collect and remit the Motor Fuels Delivery Fee for fuel delivered to underground storage tanks in the state.
  • A letter from the Secretary to the Fund's Advisory Board, which describes the changes made by Act 167 of the 2024 legislative session.

The page lists documents and forms. It does not say that LDEQ publishes a list of the sites that received reimbursement.

Where to look a site up

The pages read give no search for the Fund. Start with the tank cleanup file through LDEQ's Electronic Document Management System, and ask whether the release was found eligible.
