Closed municipal solid waste landfills
The Waste Division of the Mississippi Department of Environmental Quality (MDEQ) links a Listing of Known Closed Municipal Solid Waste Landfills in Mississippi and a state map of them. Both are on the page of its Nonhazardous Solid Waste Corrective Action Trust Fund (CATF) Program, which offers financial assistance to site owners for corrective actions at closed or abandoned municipal solid waste landfills that closed before the federal Subtitle D regulations took effect.
In a Phase I ESA
The listing is a Mississippi landfill record, read like the state landfill and solid waste disposal site records that ASTM E1527-21 lists as a standard source. The general reading of a landfill listing is on the landfills and solid waste page. Four details from MDEQ's page shape how to read it.
- The listing says "known". Its title is a listing of known closed landfills. The page does not say how the listing was compiled or when it was last revised, and this handbook did not open it. The link's address sits in a 2007 upload folder.
- The fund has date and waste limits. MDEQ says that under current state law only closed sanitary or municipal landfills that accepted household garbage during their life are eligible, and only those that ceased receiving waste before the Subtitle D effective dates: October 9, 1993 for landfills over 100 tons per day, or April 9, 1994 for those under 100 tons per day.
- The fund reaches off site. MDEQ says the fund may be used to assess onsite or offsite impacts from potential groundwater contamination and landfill gas migration, and to remediate contaminants at an old closed landfill. It says it has assisted landfill owners with projects on groundwater and surface water impacts, methane gas migration, erosion and subsidence, and restoration of the final cover system. For a property on or near an old closed landfill, ask whether a fund project was done there and for its reports.
- An application carries plans. MDEQ says a complete application (form CATF-1) includes a written narrative justifying eligibility, maps and drawings, engineering and remediation work plans, and other pertinent information. A project file can therefore hold those documents.
The fund's rules are the Nonhazardous Solid Waste Corrective Action Trust Fund Regulations, 11 Miss. Admin. Code Pt. 4, Ch. 6. MDEQ says the program is administered by the Waste Division's Policy, Planning, & Special Programs Branch.
Where to look a site up
- The Listing of Known Closed Municipal Solid Waste Landfills in Mississippi and the State Map for Closed Municipal Solid Waste Landfills in Mississippi are linked from the CATF Program page.
- Active facilities are on a separate listing; see Solid waste facilities.
- The fund's page gives a staff contact only. MDEQ's solid waste reporting page gives the Policy, Planning, & Special Programs Branch, which administers the fund, at (601) 961-5171 for questions on annual reporting.
Getting the file
MDEQ's route is a written public records request that names the facility, the city and county where it is located, and the type of information wanted; see Public records requests.
