Hazardous Waste Notifications

In Louisiana, a business that generates or transports hazardous waste tells the Louisiana Department of Environmental Quality (LDEQ) through a notification form. LDEQ's Waste Notification and Reporting Group reviews and processes initial and subsequent hazardous waste notifications, closures and reports, and maintains data in the U.S. Environmental Protection Agency (EPA) database.

The general reading of a hazardous waste generator listing is on the RCRA Generators page. Louisiana's notifications go to LDEQ, and this handbook does not pair them with a single state list. Three Louisiana details shape the search.

  • Generators are grouped by monthly quantity. LDEQ's permitting page defines a Large Quantity Generator (LQG) as one that makes more than 2,200 pounds of hazardous waste, or more than 2.2 pounds of acute hazardous waste, in one month. A Small Quantity Generator (SQG) makes between 220 and 2,200 pounds and less than 2.2 pounds of acute hazardous waste. A Very Small Quantity Generator (VSQG) makes 220 pounds or less and less than 2.2 pounds of acute hazardous waste.
  • The notification is a form. Large, Small and Very Small Quantity Generators and Transporters of Hazardous Waste must submit the Louisiana Notification of Hazardous Waste Activity (HW-1) Form. LDEQ says the HW-1 Form and EPA's Site Identification Form (EPA 8700-12) are interchangeable. A file may hold either.
  • A closure is also a notification. An LQG uses the HW-1 Form to notify LDEQ of the closure of its entire facility or its Central Accumulation Area. LDEQ publishes an LQG Closure Guidance Document for that. For a Small or Very Small Quantity Generator or a transporter, LDEQ says they "may use this form to request closure of their EPA Identification Number", and the form linked under that sentence is its Certification of No Hazardous Waste Activity. LDEQ's permitting page says that form is used to notify LDEQ of the closure, relocation or ceasing of hazardous waste generator activities. The pages read do not say how LDEQ records a closure after it receives one.

Large Quantity Generators and permitted treatment, storage or disposal facilities must also submit an Annual Hazardous Waste Report. LDEQ says reports can be filed electronically through EPA's RCRAInfo reporting software or on paper, and encourages the electronic route.

Where to look a site up

  • LDEQ links a Current List of Hazardous Waste Transporters. The page calls it a list for use by the public and the regulated community.
  • The pages read link no list of generators. LDEQ says its Electronic Document Management System holds all its official records; ask LDEQ what it holds for a site's notifications.
