Hazardous Waste Generators Facility Summary
The Hazardous Waste Generators Facility Summary is the search of hazardous waste generators that the Division of Environmental Quality (DEQ) publishes on its website. DEQ's Hazardous Waste Branch carries out Arkansas's program under Subtitle C of the Resource Conservation and Recovery Act (RCRA), covering hazardous waste, used oil and universal waste. The Branch has received delegation of the federal RCRA program from EPA, and the state and federal rules are combined in one document, Regulation 23 of the Arkansas Pollution Control and Ecology Commission.
In a Phase I ESA
This is DEQ's search of information about hazardous waste generators in Arkansas; its codes also mark facilities verified as not generating hazardous waste. It sits beside the federal generator records described on the RCRA Generators page. ASTM E1527-21 lists state hazardous waste facility records among its standard sources. This handbook does not pair a single Arkansas list with that type; this is one of the Arkansas records that bear on it. Facilities that treat, store or dispose of hazardous waste are on the Hazardous Waste Treatment, Storage, and Disposal Facilities page.
Three Arkansas details shape the search.
- The data are old. The search page says its data are current as of 07/19/2017. A generator that started, changed or stopped after that date may not show the change. The pages read do not say where newer generator data is kept; ask DEQ.
- There are two status codes. A facility can be searched by its generator type code, which sorts large, small and conditionally exempt small quantity generators from verified non-generators and facilities with no code assigned, and by a separate state status code. The state codes add categories of their own, among them one-time and periodic generators, generators that no longer generate waste (whether still in business or not), facilities verified never to have generated hazardous waste, and transfer facilities.
- Compliance detail is on EPA's site. Each result's Compliance Info link leads to EPA's Enforcement and Compliance History Online (ECHO) website.
The search takes the AFIN, the EPA ID, the facility or owner name, the owner or operator type, and the county, city, ZIP code or NAICS code of the location.
Where to look a site up
- DEQ's Hazardous Waste Generators Facility Summary, which also offers the full database as a zipped Access file.
- The DEQ Facility and Permit Summary (PDS), which DEQ's Databases page offers for finding a specific facility or permit.
- For help with the DEQ or ECHO database, the search page gives a number for DEQ's Regulated Waste Operations, in the Office of Land Resources: 501-682-0741.
Getting the file
DEQ takes Freedom of Information Act requests by email at EE.FOIA@arkansas.gov, and its Records Management Section arranges visits to review files. See Records Management and FOIA requests.
