List of CERCLIS and State Sites
The List of CERCLIS and State Sites in RI is one of the site inventories the Rhode Island Department of Environmental Management (DEM) posts on its Site Inventories page, under the heading Site Remediation and Brownfields Program. DEM says the list includes sites that have been investigated under the Federal CERCLIS program ("SFA" sites) as well as sites that have notified under the state program or have been investigated for hazardous substances ("HWM" sites). It says the list includes Brownfield sites.
In a Phase I ESA
DEM does not call this list a state Superfund list. Because DEM says it holds the sites that have notified under the state program or have been investigated for hazardous substances, this handbook pairs it with the state Superfund equivalent record type that ASTM E1527-21 lists as a standard source; that pairing is the handbook's reading. The general reading of a state Superfund listing is on the state Superfund equivalent page. The list also carries federal sites. Federal Superfund records are described on the NPL page and the SEMS page.
What the record shows
DEM's Site Inventories page explains the list's codes:
| Code | DEM's explanation |
|---|---|
| TBA | Targeted Brownfield Assessment |
| SUBC | Targeted Brownfield Assessments funded by 128(a) program |
| BSA | Brownfield Site Assessment |
| BRF | Brownfield Pilot Program |
| RLF | Brownfield Cleanup Revolving Loan Fund |
| NPL | National Priority Listed Site (Superfund) |
| FUDS | Formerly Used Defense Site |
| DOD | Department of Defense Site |
| SWF | Solid Waste Facility |
| NJD | Non-Jurisdictional |
Under its own heading, Status Codes, the page lists A (Active), I (Inactive) and M (Monitoring); it does not name the list they apply to.
Four points follow.
- A listing is not a finding. DEM says the presence of a site on one of these lists should not be read as an indication of an ongoing problem at that site, and the absence of a site should not be read as an indication that the site is free of regulatory issues under these programs.
- Non-Jurisdictional is given without a reason. DEM explains NJD only as Non-Jurisdictional. The pages read do not say what makes a site non-jurisdictional, so read the file before treating an NJD entry as settled.
- The status words are not defined further. The pages read do not say what Active, Inactive or Monitoring means for a cleanup. Ask the file where the site stands.
- The list has a date. DEM says its lists are current as of the date indicated and may frequently change as sites or files are added or removed.
The brownfield codes are explained on the Brownfields Program page, and the defense codes on the Superfund and Department of Defense Program page.
Where to look a site up
- The list is posted as a PDF and an Excel file on DEM's Site Inventories page. This handbook did not open the files.
- DEM's pages link Enviro Site Search, which they describe as DEM's online database of environmental regulatory data.
- The Site Remediation Program takes general inquiries at DEM.SiteRemInfo@dem.ri.gov.
Getting the file
The Site Inventories page links DEM's file review route to request more information or arrange a file review; see DEM File Reviews. The File Reviews page lists CERCLIS among the areas it coordinates and says that area covers files related to Site Remediation. Submit DEM's Request to Inspect and/or Copy Public Records form. DEM says file reviews are scheduled within 10 business days after the request is received, and gives the mailbox Dem.filereview@dem.ri.gov to schedule one.
