Hazardous Waste Treatment, Storage and Disposal (TSD) Facilities

The Missouri Department of Natural Resources and the U.S. Environmental Protection Agency (EPA) share responsibility for regulating and overseeing facilities that treat, store or dispose of hazardous waste in Missouri. The department's list covers facilities that treat, store for more than 90 days, or dispose of hazardous waste, now or in the past, where the department provides oversight.

In a Phase I ESA

ASTM E1527-21 asks for state hazardous waste facility records, and no single Missouri list is paired with that record type here. The department's TSD pages are the nearest match. They cover more than operating facilities. The department's list covers five situations.

  • Operating facilities that actively treat, store for more than 90 days, or dispose of hazardous waste.
  • Facilities that stopped managing hazardous waste and are closing those operations.
  • Facilities where closure is complete in a specific area but monitoring and maintenance continue (post-closure) in areas where hazardous waste remained, such as hazardous waste landfills or surface impoundments.
  • Facilities where investigation or cleanup (corrective action) is under way for releases from present or past handling practices.
  • Facilities where investigation and cleanup are complete but oversight continues to make sure required activity and use limitations are followed (long-term stewardship).

So a listing here does not by itself say a facility is operating.

Who oversees the cleanup

The department says all TSD facilities are required to investigate and clean up hazardous waste releases from their facility, including waste released by previous owners. The cleanup activity is called corrective action. The department and EPA oversee it under legally enforceable instruments such as permits, administrative orders, court orders and other agreements. The agency that issues the instrument is the agency responsible for overseeing the activities at that facility. For some facilities where EPA has oversight, the department helps as the technical lead.

Getting the file

On its TSD cleanup sites page, the department says a person can call or write to be placed on the mailing list for any facility listed there, and will then receive written notice from the department or the facility of major permitting and cleanup activities. The department's general route for files is the Sunshine Law request.
