Risk Evaluation / Corrective Action Program (RECAP)

The Louisiana Department of Environmental Quality (LDEQ) developed the Risk Evaluation / Corrective Action Program (RECAP) to address risks to human health and the environment from releases of chemical constituents. LDEQ calls it its primary statutory mandate for remediation activities. RECAP is a framework that lets site evaluation and corrective action be tailored to site conditions. It is a rule, not a list of sites.

In a Phase I ESA

ASTM E1527-21 does not name RECAP among its standard record sources. It matters because LDEQ's UST Remediation program uses it to set cleanup standards for soil and groundwater. LDEQ's page gives four things worth knowing.

  • The 2003 rule is still in force. LDEQ says the regulation became final on October 20, 2003, that the minimum remediation standards it sets for present and past uncontrolled constituent releases are current and remain fully in effect, and that the regulation documents themselves have been archived.
  • The page names non-industrial (residential) standards. Its conveyance notice text says notices are most commonly needed when residual soil contamination exceeds non-industrial (residential) standards, or when contamination in a Groundwater 2 zone is acceptable for closure but too high for drinking water use.   • A limited assessment can get a review letter. LDEQ describes an Environmental Conditions Review (ECR) as the review of a report of environmental conditions at a specified tract of immovable property when the site investigation and report of findings are not required or requested by the administrative authority. LDEQ says it is used to respond to Phase II Assessments and other limited site assessments when the constituents of concern detected are at or below the non-industrial RECAP Limiting Screening Standard. A property that had a Phase II may hold an ECR letter. Ask whether one was issued.
  • The standards sit in linked documents. The page links the 2003 text, figures 1 to 19, three tables (screening standards for soil and groundwater, Management Option 1 standards for soil, and Management Option 1, 2 and 3 standards for groundwater) and appendices A through I. The linked files were not opened for this handbook, so no standard is stated here.

Where to look a site up

RECAP is not a site list, and the page links none. The pages tie RECAP to the Remediation Division, which lists it among its programs, and to UST Remediation, which uses it to set cleanup standards. For technical questions on RECAP, LDEQ gives the mailbox _DEQ-RECAP@LA.GOV.
