Pollution complaints and inspections

Agency Arkansas Division of Environmental Quality

The Division of Environmental Quality (DEQ) takes reports from the public of anything thought to be polluting the air, land or water. A complaint can be filed through an online form in SEEK, the Department of Energy and Environment's data system, or through the program contacts on DEQ's Pollution Complaints page. DEQ says each complaint goes to its enforcement staff, and one sent to the wrong office is passed to the right one. DEQ's Pollution Complaints page links searchable data forms for complaints, incidents and inspections.

In a Phase I ESA

ASTM E1527-21 does not name state complaint lists among its standard record sources. A complaint or inspection record at or near a property can still be the only state record of a problem that never became a cleanup case.

Three Arkansas details shape the search.

  • There is more than one complaint search. The Pollution Complaints page links a search of SEEK complaints data and, separately, a search of DEQ complaints and inspections data. DEQ's Databases page gives the first address the label DEQ Complaints and Inspections Data, so the two pages label it differently. Run both searches.
  • Some programs have their own search. The same page links searches of complaints and inspections for the Regional Solid Waste Management Districts, for solid waste and illegal dumps, and for used tire programs, and a search of emergency response incident summaries.
  • Inspectors are listed by district or county. DEQ's offices list their inspectors by district or county. The tank program's inspectors, for example, are present when tank systems are installed, repaired and closed, and respond to complaints and reported releases.

This handbook did not open any of the searches, and the pages read do not say how far back each reaches.

Getting the file

DEQ takes Freedom of Information Act requests by email at EE.FOIA@arkansas.gov, and its Records Management Section arranges visits to review files. See Records Management and FOIA requests.
