Land Restoration Program
The Land Restoration Program (LRP) of the Maryland Department of the Environment (MDE) focuses on cleaning up uncontrolled hazardous waste sites throughout Maryland. MDE says its staff includes engineers, geologists, toxicologists and technical support personnel who oversee and conduct investigation, assessment and cleanup of these sites.
In a Phase I ESA
ASTM E1527-21 does not name the Land Restoration Program among its standard record sources, but the program holds records that the standard does name. MDE's page lists two parts, and each has its own page here.
- The Voluntary Cleanup Program, which MDE says encourages voluntary cleanup and redevelopment of contaminated properties through a streamlined process. MDE says it works with the Brownfields Revitalization Incentive Program administered by the Maryland Department of Business and Economic Development, which provides tax credits, loans and grants for the redevelopment of eligible brownfield properties in participating jurisdictions.
- The Controlled Hazardous Substance Enforcement Division, which MDE says is also known as the State Superfund Program.
MDE says that, generally, LRP efforts protect public health and the environment at sites historically contaminated by hazardous waste. MDE says cleanups abate immediate uncontrolled discharges, ensure that contaminated soil does not pose a risk to public health and the environment, address groundwater contamination that may affect drinking water supplies or otherwise pose a risk, and address surface water discharges.
The program also keeps lists and tools a records review can use:
- the State Master List, MDE's list of potential hazardous waste sites;
- LRP-MAP, its map of project sites;
- fact sheets by county and program reports, on the resources and statistics page;
- a registry of properties that contain recorded environmental covenants, described on the Uniform Environmental Covenants Act page.
