What is a Phase II ESA?

A Phase II Environmental Site Assessment, often just called a subsurface investigation, is what happens when a Phase I raises a question that records and observation cannot answer. A consultant collects physical samples, usually soil, groundwater, or soil vapor, and a laboratory measures what is actually in them. The Phase I said contamination is likely; the Phase II finds out.

The classic example is a dry cleaner. The Phase I finds that one operated on the property for twenty years, which makes a solvent release likely enough to flag as a REC. Nobody can see into the soil beneath the old machine location, so the Phase II drills there and along the sewer line the solvents would have reached, and the lab results replace suspicion with numbers.

No two Phase IIs look alike, because each one is built around the specific findings of the Phase I that triggered it. The common framework is ASTM E1903, which treats the investigation as a process rather than a checklist: the assessor forms a working picture of what was likely released, where, and how it would move through soil and groundwater, then places samples to test that picture. Results from a first round often reshape the second.

A few boundaries worth knowing up front. A Phase II is not automatic; a REC does not obligate anyone to drill, and choosing to accept the uncertainty instead is a legitimate business decision. It is not exhaustive; it tests specific spots for specific substances, and a clean result speaks to those spots, not the whole property. And it is not a cleanup; finding out what is there and dealing with it are separate projects with separate budgets.

Most Phase IIs happen because a property is under contract or being refinanced and a lender wants the REC resolved before money moves. Others are ordered by owners quantifying a known problem, developers pricing remediation into a project, or parties entering a state voluntary cleanup program that requires characterization first.
